John Bilar, Jr., CTS-D; Vice President, Technology, Spectrum ITC Group

John guides Customers safely through the Critical Facilities AV Technology maze.
He coordinates Expert Teams to craft successful projects which support important missions.

As an Audio Visual Technologist, he developed AV solutions for hundreds of commercial projects and special events, earning a reputation for integrity & technical excellence throughout twenty years operating an Audio Visual Design/Build firm with Aerospace, Fortune 500, and Defense clients.

John’s practical experience & field expertise now bring substantive depth to his current “Stakeholder Technical Advocacy” consulting practice.

John has supported Critical Facilities projects for Government, Aerospace, Transportation, Utilities, and DOD customers including Boeing, City of LA, LA County METRO, LAFD, LAPD, Northrop Grumman, OCTA, Riverside County EOC, SEMPRA/SDG&E, SPAWAR, TRW, United States Air Force, Marines, and Navy, and Defense programs including SBIRS, SBIRS-LOW, NPOESS, MILSATCOM, and MILSTAR.

In the Commercial Sector, John managed projects that provided Integrated AV Systems to Fortune 500’s including Apple, Microsoft, IBM, Mercedes-Freightliner, and Callaway Golf.

He maintains a network of connections among Agencies, Primes, Architects, Manufacturers, Designers, Integrators, Trades, and Specialized Engineers & Technical Freelancers.

Sasha Bilar; President & CEO, Spectrum ITC Group

Sasha Bilar brings vision, humanity, and long-range planning to Spectrum ITC Group. As Spectrum’s Chief Executive Officer, she guided the firm’s entry into Technology Consulting.

Based on Sasha’s ownership role, Spectrum has been certified as a Small, Female-Owned, Disadvantaged-Minority-Enterprise (SWBE, SMBE, DBE) through the California Department of Transportation (DOT) and LA METRO.

Originally from Bangkok, Sasha enjoyed a unique view into the mechanics of Political Systems. Her father was appointed to the team drafting Thailand’s Constitution. She earned a degree in Political Science from a prestigious Thai university, and then joined a Bangkok Media Firm to Produce & Direct documentaries and news shows for Broadcast TV.

Upon emigrating from Thailand to the United States, Sasha embarked on a course of study at Cal State University, Fullerton, where she completed numerous intensive programs in Graphics, Illustration, and Computer Multimedia/Animation, earning a Master’s Degree in Art & Design.

Fluent in Thai and English, she has earned a first degree black belt in Karate. Through the charitable organization she co-founded (www.toysforthailand.org), Sasha promotes sustainable efforts which benefit children and villages in the remote Thai-Myanmar border area.
